The Odisha Antyodaya Gruha Yojana 2025 was introduced by the state government of Odisha. The Odisha state government launched the Odisha Antyodaya Gruha Yojana to offer pakka houses to all of the state’s residents who reside in rural regions. The Odisha state government Panchayati Raj Minister, Rabi Narayan Naik, told the people during a Kalahandi event that the scheme will be introduced on 30 March 2025. In the first phase of the scheme, the Odisha state government would provide benefits to 50,000 people in the state, according to the minister.

The main objective of this yojana is to improve the social standing and quality of life of Odisha state residents who reside in kutcha households. With this scheme, all Odisha state residents would be guaranteed a pakka, a well built home, instead of a kutcha. Through the DBT method, beneficiaries will get their financial rewards immediately into their bank accounts.

Pucca House

A pucca home is one that has pucca walls and a pucca roof, and it can endure regular wear and tear from use and environmental factors, such as weather for at least 30 years. The home has to be constructed using cement-bonded brick and stone. RCC materials must be used to construct the roof.

Kutcha House

A Kutcha home is one that cannot protect its occupants from natural or man-made disasters because either the roof or the walls are kutcha. Any material other than cement that is bound must be used for the walls of a kutcha home. Straw, bamboo, mud, grass, polythene, asbestos, GCI sheet, tile or any other material other than RCC must be used for the roof.

Eligibility Criteria

Eligibility For New House under Specific Categories:

  • Beneficiaries of the Forest Rights Act of 2006 (FRA).
  • Households where the primary wage earner has a PwD (minimum 40% disability).
  • Households in lower income groups are excluded from continuing government rural housing schemes.

Eligibility For New House Despite Previous Allotment:

  • Households whose homes have been badly destroyed by natural disasters (fire, floods, cyclones, etc.).
  • Relocating is necessary for those affected by river or sea flooding.
  • Families moved for government projects (irrigation, roadways, etc.).
  • Households residing in regions of reserve forests or sanctuary.

Selection Process

  • The list of qualified beneficiaries will be sent to the PR & DW Department by the Collector cum District Magistrate for approval of new homes under the yojana following careful consideration and reasoning.
  • Following the Collector cum District Magistrate’s request, the PR & DW Department will seek an order from the Chief Minister and inform the relevant district of the decision.
  • The relevant BDO will approve the house for qualified beneficiaries after completing the correct procedures.

Time Period Of Construction

The Antyodaya Gruha Yojana homes are finished within a year after the beneficiary’s account receives the first installment. It must be recommended that the beneficiary building a larger home finish the core house with a carpet area of at least 25 square meters before moving on to an addition.

Offline Application Process

  • The scheme is implemented by Panchayat Samities which are administered by Zilla Parishad and Panchayati Raj.
  • The BDO first finds eligible beneficiaries, verifies documents and enters information into the RH portal.
  • The BDO creates the Fund Transfer Order (FTO) and the tagged officer geo-tags the construction level associated with the installment.
  • If qualified and not already enrolled, beneficiaries may also obtain other relevant programs (such as Rural Sanitation, Drinking Water and Ujjwala).
  • The allocation is made in the name of the female head of the family, if this is not possible, it may be joint or in the name of the male head.
  • The BDO issues an online work order to sanction the house when the Collector provides the PR & DW Department with the list of qualified beneficiaries.
